While the private and state institutions of the Homeland Security apparatus are generally designed to function invisibly, Steve Rowell’s piece, Parallelograms, relies on what’s in plain view to give us a partial glimpse through the two-way mirror that separates the watchers from the watched. Telescopic video peers through the cold geometry of office windows, while outgoing answering machine messages serve as an unusual greeting from organizations that rarely introduce themselves publicly.
