"Dominated by its government buildings, Harrisburg, on the Susquehanna River, is the capital of Pennsylvania and the seat of Dauphin County. The boat in the foreground is a paddle-wheel dredge that removes culm, a combination of coal dust and coal refuse, from the shallow stream for industrial use." (D.
